Rename Matter -> Jecs in release workflow (#60) 
* Rename Matter -> Jecs in release workflow

* Delete body from release message

This should theoretically prevent the overriding description bug that Ukendio mentioned on discord. Unsure since I haven't tested in another repo workflow yet.
